Housing and Homeless Services

The Homelessness team at the South Bay Cities Council of Governments (SBCCOG) seeks to provide information and resources for our cities. We also work with state and county programs (Measure A, the Los Angeles County Plan to Prevent and Combat Homelessness) that benefit our cities. The team is constantly seeking and creating innovative solutions to fight homelessness in the South Bay.

Our Programs

Functional
Zero

The SBCCOG’s Functional Zero Street Homelessness program measures street duration, inflow, and outflow of homelessness into our cities. The SBCCOG staff conducted meetings with city staff to provide analysis, care coordination and strategy.

The SBCCOG’s financial subsidy programs, Client Aid and Time Limited Subsidies (TLS), provide funding to cover emergency needs for clients facing eviction or housing instability.

The SBCCOG provides funding to help move individuals and families experiencing homelessness into permanent rental housing, single room occupant housing or motel leasing.

The SBCCOG partners with cities and agency case managers in the South Bay to better serve individuals and families experiencing homelessness by connecting them to available resources and facilitating housing placements.

South Bay Regional Housing Trust

The South Bay Regional Housing Trust helps fund the development and construction of affordable housing units in cities that are members of the trust, exclusively for projects supported by the city in which they are proposed.
