The Board of Directors serves as the primary governing body for the SBCCOG. The Board is comprised of elected officials from each of the SBCCOG's member cities. Each city appoints one delegate and one alternate member to serve on the Board.

The Steering Committee serves as the Executive Committee of the SBCCOG. Its members are the officers of the SBCCOG and committee chairs, as well as the chairs of the Working Groups and a representative from the South Bay City Managers’ Group.

The CAP/EECAP Working Group has resumed as of December 2018 with a focus on Adaptation Planning. 

The Energy Management Working Group is an opportunity for the South Bay cities to come together and discuss the challenges and success stories of energy management within their city.

The Geographic Information Systems (GIS) Working Group gets its members from staff of member cities. Group members work to advance the use of technology in city operations through education and information sharing as well as coordinating joint projects.

The committee discusses homeless issues impacting the South Bay and how to deal with them.

The Infrastructure Working Group is focused on public works projects in the South Bay and addresses transportation, storm water, funding for infrastructure projects including maintenance, and related policies that affect South Bay cities. The group works to promote South Bay projects and identify funding opportunities.

Gathers elected officials quarterly to discuss legislation impacting the South Bay.

The Senior Services Working Group is a collaborative effort of bringing together the various service providers to address issues that impact quality of life for older adults in the South Bay. 

The group's purpose is to bring South Bay cities together to share and discuss their social media use and work together to better collaborate in the social media space. 

The Transportation Committee reviews transportation issues including aviation and transit and recommends policy to the Board of Directors.

The South Bay Cities Economic Development Roundtable meetings began in May, 2012. The mission was to collaborate regionally to compete globally to attract, retain and grow businesses and jobs in the South Bay region of Los Angeles County. The goal was to promote policies and practices which encourage business to locate and thrive in the South Bay Showcase the South Bay region of Los Angeles County to the business community. 

The Legislative Committee monitored, evaluated and recommended to the Board positions on Regional, State and Federal proposed legislation and regulations. 

The Livable Communities Working Group’s goal was to inform and educate our member cities and staff on the components of quality neighborhoods and commercial centers. This Working Group looked at strategies to re-shape and re-develop existing areas to enhance their appearance, improve transportation opportunities and air quality as well as address overall quality of living.

The Measure M Multi-Year Subregional Program (MSP) Task Force focused on development of the South Bay Measure M MSPs. The MSP Task Force assisted the SBCCOG Transportation Committee and Board of Directors in the development of the project selection criteria and performance measures specific to each of the three MSPs as well as the public participation program for the initial five-year list of projects. 

The Measure R South Bay Highway Program (SBHP) Oversight Committee was created by the South Bay Cities Council of Governments Steering Committee in January 2011 to provide policy recommendations and program management oversight of the 30-year, $906 million program project that will improve the operation of South Bay streets, highways, and freeways.

The Regional Broadband Network Working Group was made up of city staff of various departments with the goal of implementing a South Bay broadband network.  To maintain and advance economic viability and growth in the South Bay, the South Bay Workforce Investment Board (SBWIB), in partnership with the South Bay Cities Council of Governments (SBCCOG), has established the need for infrastructure to attract investment and support business growth. Today, access to broadband internet service is as vital as streets, water, and sewer infrastructure. Broadband connectivity enhances a community’s economic development potential by attracting new advanced businesses and providing existing businesses the tools they need to expand.

In recent years, coyotes have become less afraid of people and are coming into neighborhoods throughout the South Bay. Because this problem has no boundaries, the SBCCOG Board of Directors asked that a Regional Coyote Management Task Force be formed. Participants have included representatives from police and planning departments and code enforcement officers. Several City Council members have also attended the meetings. Guest speakers were invited to the meetings to share and discuss best practices. 

The group discusses Information sharing related to renewable activity in each city (for residents/businesses), the Renewable South Bay Program, and strategies for energy generation and storage.

The group discussed policies to deal with short term rental services in South Bay cities.

The South Bay Cities Green Task Force was an advisory group that served as a clearinghouse for policies, programs and projects on energy efficiency, air quality, resource conservation and climate action steps that South Bay cities could adopt to not only lead by example as good environmental stewards but also to influence behaviors that directly affect climate change in areas such as transportation options, energy consumption patterns and general consumer decisions. 

The Technology Working Group's mission was to promote the use of technology through education and information sharing in order to enhance the ability of member cities to more efficiently and effectively deliver services to their constituents.
