The South Bay Cities Council of Governments (SBCCOG) distributed its White Paper (December 2018) on policies to achieve zero emission housing in suburban cities. It was written in response to 2018’s proposed housing legislation, SB 827. A supplement was drafted to respond to its 2019 successor, SB 50. See attachments below for the following:
