  • ACTION:  Approve recommended positions on legislation
  • Report on Trip to Sacramento
  • SBCCOG team (Jacki, Wally, Kim) had 5 meetings in Sacramento:  1) California Energy Commissioner (CEC) Janea Scott, 2) CEC staff, 3) California Air Resources Board Staff, 4) Strategic Growth Council Executive Director Randall Winston and his staff, and 5) Deputy Secretary, Business, Consumer Services and Housing Agency and her staff to discuss the Subregional CAP and the strategies in it for land use and transportation. 
  • The team was well received; however, it was clear that identifying next steps or implementation funding will be challenging as the South Bay Subregional CAP strategies break the mold of traditional land use assumptions that don’t always work in the South Bay.
  • Meeting with Senator Ben Allen
  • Jacki and Wally met with Senator Allen and his staff and discussed co-hosting with the LCC and WSCCOG a meeting sometime in March to review possible strategy responses to SB 827.
  • Assemblyman Gipson Cap and Trade forum being planned for April 5 tentatively.

VIII. INFORMATION ITEMS

M. Update on Homeless Program – 12:55 pm

  • PATH sent 2018-2019 budget request for SBCCOG services to Supervisors Hahn & Ridley-Thomas.  Still waiting for Ridley-Thomas confirmation
  • A record number of volunteers registered to help at the annual Homeless Count in the South Bay on January 24 – over 750. This was the fourth consecutive year that 100 percent of our region was covered. SBCCOG was thanked for sending an e-blast to solicit volunteers. 
  • Event Dates
  • February 14 – bus tour of 3 successful housing sites for elected officials and staff sponsored by the South Bay Coalition to End Homelessness and LINC Housing.  One site is permanent supportive housing, one is affordable housing, and one is a mix of both. Supervisor Hahn is sponsoring the bus.   
  • April 18 @ Memorial Park in Hawthorne – Outreach event planned for direct services to clients. Service providers set up tables and the clients go around getting various forms of assistance. Close to 40 agencies participate convened by Harbor Interfaith including CES/housing, mental health, substance abuse, veterans, domestic violence and County departments like DPSS for GR and Cal Fresh applications, DHS for Medi-Cal applications, etc.  The clients get stamps for visiting providers and then get lunch. 

 

N. Changes in Committee meeting formats – 1:00 pm

  • Social Media Working Group – Skype meeting on April 26 to increase participation

 

O. Climate Action Planning/Strategic Growth Council (SGC) Grant – 1:10 pm

  • Presentations to city councils continued in January. To date the following councils have approved their CAPs: Carson, El Segundo, Gardena, Hawthorne, Inglewood, Lawndale, Lomita, Rancho Palos Verdes, Redondo Beach, Rolling Hills Estates, and Torrance. The City of Manhattan Beach Council has identified the document as the foundation for a more comprehensive CAP to be completed in 2018.  
  • All city staffs have signed off on all of the measures, which are all consistent with city policies and strategies
  • Final reports for submission to the Strategic Growth Council being prepared
