The November meeting will be our last of 2013. There will not be a meeting in December.
Dan Sturges will continue the presentation on sustainable transportation that he started in October. This second half will address the land use concepts that complement the multi-modal transportation strategy.
The Los Angeles Business Council Institute recently published a white paper titled “Building Livable Communities: Enhancing Economic Competitiveness in LA.” It was recommended to us by newly elected Los Angeles Councilman Mike Bonin. A representative of the LABC has been invited to attend the meeting but has not yet confirmed. Nevertheless, I can discuss the recommendations if necessary. A serious consideration in SCAG’s Sustainable Communities Strategy is that “high quality transit areas” identify the target zones for increasing density. While under current state guidelines, general plans need not be consistent with the SCS – meaning that SCAG can assume whatever it wants regarding increasing densities in the HQTAs without repercussions for the cities. However, if CARB changes that policy – which it is empowered to do — then cities will be forced to amend their general plans to conform to the land use assumptions in the most recent SCS. I will present at least one example of a city’s current zoning with a HQTA overlay so that it is clear which areas might be affected by new CARB policy. Hopefully, I will be able to bring such a map for all cities that RSVP.
The UCLA Symposium in Arrowhead this year included several provocative speakers looking at the ways technology is changing the way we will live, work and move. A summary of the discussions and the policy implications will be shared by Jacki and I.
We will close with updates on the usual relevant projects.
